The primary goal of a labor expert assessment is to determine the employee’s remaining work capacity in relation to employment.
The labor expert translates the work ability, medically established by the occupational physician, into concrete employment opportunities. This involves assessing what the employee can still do, under which conditions, and in what type of work environment.
The assessment serves multiple purposes. It supports:
- evaluating whether return to the original role is still feasible
- identifying suitable work within the organization (Track 1)
- substantiating a potential transition to Track 2
It also plays an important role in documentation for the UWV, which later evaluates whether sufficient reintegration efforts have been made.
The assessment itself is not decisive, but it is highly influential in guiding the next steps.
Which Capacities Are Assessed?
The labor expert takes a broad view of the employee’s employability. The focus is not only on limitations, but primarily on the capacities that can still be utilized.
This includes cognitive, social, and practical abilities such as concentration, communication, problem-solving, and the ability to learn new tasks. Work experience, education level, and transferable skills are also taken into account.
Importantly, these capacities are always assessed in relation to real work situations. The key question is not abstract capability, but: in which roles can these capacities realistically be applied?

How Is Work Ability Assessed?
Work ability is initially determined from a medical perspective by the occupational physician, often documented in a Functional Abilities List (FAL) or similar framework.
The labor expert uses this medical foundation and translates it into practical work implications. This includes evaluating factors such as:
- physical demands (e.g. lifting, standing, mobility)
- mental load (e.g. concentration, stress tolerance)
- working hours and recovery needs
- environmental conditions, such as noise or physical strain
It is important to note that the labor expert does not “measure” work ability, but rather interprets and applies it in relation to actual jobs and tasks.
Where relevant, potential development in work ability is also considered, for example in cases of recovery or gradual return to work. This ensures that the assessment is not only focused on the current situation, but also on future possibilities.
What Possibilities Does the Labor Expert Identify?
Based on the employee’s capacities and work ability, the labor expert maps out realistic return-to-work options.
The assessment typically follows a logical sequence. First, it evaluates whether a return to the original role is possible, potentially with adjustments. If that is not feasible, suitable alternative roles within the organization are explored.
If internal options are insufficient or unavailable, the focus shifts to opportunities outside the organization. In such cases, Track 2 reintegration may be required.
The labor expert considers not only job roles, but also factors such as:
- short- and long-term feasibility
- alignment with experience and skills
- labor market opportunities
The ultimate goal is always sustainable return to work, rather than a temporary or short-term solution.
Which Methods Are Used in the Assessment?
A labor expert assessment consists of several components that together provide a comprehensive understanding of the situation.
At its core, the process typically includes:
- analysis of the reintegration file
- an interview with the employee
- coordination with the occupational physician
Depending on the case, additional elements may be included, such as workplace assessments or job analysis.
The interview with the employee is particularly important. It covers not only limitations, but also capabilities, motivation, and expectations. This ensures that the final advice is both theoretically sound and practically applicable.
The quality of the assessment depends heavily on the completeness of information and the level of cooperation between all parties involved.
How Long Does a Labor Expert Assessment Take?
The duration of a labor expert assessment varies depending on the complexity of the case.
In many situations, the assessment can be completed within a few weeks. More complex cases may require additional time, particularly when medical information is incomplete or coordination between stakeholders is more involved.
While speed is important, accuracy is critical. A well-substantiated assessment helps prevent disputes later on and contributes to a stronger reintegration file for review by the UWV.
